Having trouble getting a cap screw out of my ACE stock

I'm trying to remove this allen head cap screw out of my ACE skeleton stock so I can put in a stud to mount a sling swivel for a two point sling:

I've tried an allen key and put so much torque on it I thought the key was going to snap, or that I was going to round out the top of the screw. It didn't budge.

 

What gives? Are these put in with red loc-tite or something? Anyone else had to take one of these out of an ACE stock?

Heated it up with a butane "jet" torch, then tossed it on ice in the freezer, then pulled it out and cranked on it with a socketed allen key and a long ratchet handle.

 

That stripped the head out right quick.

 

So, got out the screw extractor set, drilled it and tapped in an extractor and torqued it and it finally came loose.

 

Hell if I know what the problem was - don't see any loc-tite residue or corrosion on the threads:
