Would ANJRPC membership qualify? I'm guessing yes, since they list ANJRPC as a member organization.

 

Also, for the shooting activity requirement, I see they list a number of qualifying events. Would NRA basic pistol with live fire qualify?

I don't have a complaint of the Garands I've purchased from the CMP. They are in much better shape than one's I've seen in gun stores or at shows.

OK,  I read the qualification forms and I think I'm good

1.   Club                         I belong to RTSP     on their list of clubs

2.  Marksmanship        DD-214      expert of course 

3   FPID card                  yes

4.  Citizen                     yes

5. age                            yes

 

Do you just drive out their with these documents or is more required.

Looking at CMP's main website, it seems they have very little available.  Does the store have a bigger inventory?  I remember getting my Garand around 15 years ago.  It was shipped directly to me and left at the front door!  When the NJAG learned of the practice they almost soiled themselves and immediately made it illegal.

The stores are closed for lack of inventory. You can occasionally find the at the Talledega Marksmanship Park. CMP has a forum that discusses this.
