Shooting offshore

How far out in the ocean does one need to go to target shoot off a boat using say 30 round magazines. Maybe one unblocks the magazine on the open ocean and then re-blocks it before returning to NJ waters. Or three people are on boat and each has a part to the magazine they assemble magazines offshore and then disassemble them before entering NJ waters and each takes possession of their parts.

 

My understanding is after 3 miles NJ jurisdiction ends, but 12 miles out would be safer plus less likely to have any other boats within 5 miles. I believe federal law applies out to 24 miles, but really applies past that assuming boat is registered in the United States.

 

I could not find a definitive answer pertaining to NJ waters and offshore target shooting.

Simple answer. If you have blocked magazines that can be unblocked, they were illegal to begin with since they should have been permanently altered.

 

Disassembling with all the components to reassemble on the boat  is constructive intent.

 

You lose either way! You now have a definitive answer! If I am wrong, someone will chime in to say so.

I agree with what JohnnyB said. You could still be arrested in NJ waters despite all your taking the magazine apart.

 

State waters are 3 miles out except Texas, Florida Gulf Coast and Puerto Rico which are 9 miles out. US waters go to 12 miles. Contiguous zone to 24 miles and economic zone to 200 miles. If you are a US registered vessel the USCG can board you anywhere in the world unless you are in some other country's waters.

 

If you want to burn off a 30 rd magazine go to PA, buy a 30 rd magazine, go to a range, shoot off 30 rds as much as you like, and get rid of the magazine before you return to NJ.

FWIW, back in the 80s when I went through training in Georgia we has an offshore shooting exercise. We coordinated this with the USCG, they issued an advisory, we went 20 miles offshore, had someone monitoring the radar the entire time, did not shoot if another vessel was within 5 miles, and notified the USCG when we started and finished. This is one federal agency to another. Random blasting offshore will eventually get you in trobule if you do it enough.

As far as shooting offshore I thought as long as boat were not within 5 miles it was ok to do so.

 

Yes I know coast guard can board any vessel registered in US thus why I said federal law meaning maritime applies beyond 24 miles assuming boat is registered in US.

 

The short answer is NJ has no say past 3 miles. So if someone embarked from a Free State and didn't pass through NJ waters, but we met 12 miles offshore and boats were not within 5 miles we could shoot their full auto weapons?

 

Since I got the answer that NJ has no say past 3 miles what is federal maritime law for shooting in ocean? I know cruise ships will shoot skeet, and there are target buoys so I assume it is legal as long as no boats are within 5 miles?

I suggest calling the Coast Guard and asking them about shooting offshore.

 

NJ has no say past 3 miles. Who ever is bringing those FA weapons out 12 miles could run into legal complications with export and reimport of them with ATF and the State Dept. IIRC if you have a legal FA weapon and want to take it to another state you have to let ATF know beforehand.

 

 

Few cruise ships still have skeet shooting. I think it's mostly an environmental factor.

 

What do you mean by a target buoy?

 

IIRC Heritage Guild in PA rents full auto guns. Seems like a less costly and less complicated alternative.

I have shot clays a bunch of times on boats while out fishing off the coast of MA,NJ,VA,NC,SC, and FL. We never notified anyone and we never had a problem but that does not make it legal either. Personally if I were to be shooting rifles at sea I would only shoot from an elevated position like a tuna tower or the bridge.

Didn't know about Heritage Guild renting Full Auto.

 

Target buoys are exactly what they sound like. They are designed for target shooting on water.

 

Really just a hypothetical. Was reading about the extremes people go to in California. At the current rate we are not far behind, especially since so many in NJ are so quick and willing to conform to whatever tyranny this state imposes.

Order whatever you want from Amazon and have them drone deliver it to wherever you are in the middle of the oceon. When you are done you can claim you lost it all in a boating accident and be legit.

Or, you could shoot at the drone! Free target practice and you can claim to have never gotten the delivery! :hunter:

Cardboard shipping boxes sealed with gummed paper tape work well and they're a lot cheaper. Biodegradable too.

I agree. Really the whole question was hypothetical. I have no intention of going out ocean shooting anytime soon, but if I do I want to make sure I'm not getting arrested by coast guard and at what distance I have to be before I can give NJ the middle finger and shoot off a 100 round mag. Hopefully it is still within viewing distance of the Fascists.
