Can I renew a permit after the initial 90 days?

each police dept seems to have their own rules when it comes to renewing, my town will not extend them til after they expire, most town will extend them prior to expiration -
it can still be run thru inspection, prior to 1996, a tailpipe test is done, therefore you still have a chance of it passing inspection
