    A key take away here is if you're carrying, don't get into disputes. Be the guy that walks away. Allowing things to escalate runs the risk of things ending catastrophically when they didn't need to. Is a parking spot worth anybody's life?

    Every qual I have used has been 80% minimum. You usually get two chances. If you pass on the first round, ask if you can use a different handgun for the second. Make sure they put both handguns on your paperwork.

    The point isn't to disband them but to limit them to the letter of the law. Few realize that law passed by congress often contain language like, "the Secretary of Health and Human Services will determine . . . " This passes the implementation and details of a bill off to an appointed department head who then passes the decision on to career bureaucrats. Often, these bureaucrats do not even have the same goals as congress intended. Congress gets to skirt responsibility. The hope is that the court will require congress to spend more time hammering out details.

    Exactly. The 2nd amendment is not a second class right according to the Bruen decision. Does one need three references in triplicate, signed and notarized to vote? I don't want people to know I own and may want to carry a gun, let alone three people who will have to sign off on my application! What if I don't have three friends that I've know for a "minimum of three years" to endorse my application and never will? Why are my rights to self defense based on the approval of random people? This ruling drastically changes (or should change) how N.J. and other states with histories of trampling rights to personal self protection issue permits.

    What more do we need to wait for. Constitutional carry. I dont see any paperwork or forms for the first amendment. Why do we need permission and permits for the second amendment? Its not an other than enumerated right. Its a right not given Its presumed.

    Equally, if you are nervous about being able to pass this, and believe there is a high probability that you will fail, you should seriously consider getting more training and practice before getting strapped and going forth. I have no personal experience other than simunitions training (which really does carry a pain penalty), but it is well known that under high stress your actions will default to your base performance. I do not support government mandated training requirements, but as a community, we should be advocating responsible gun handling and 'policing our own'.

    100% of school shootings (any type) occur in gun free zones. They are the magnet for deranged criminals to make their move. They are also the poster children for useless gun control laws. If Murphy and the Democrats try to create a shit ton of gun free zones, then we should remind them they will be responsible for each and every shooting death and injury in locations where they have guaranteed there will be no armed opposition. And we should do that every time it happens.

    For the civilian permit, you only need to qualify when you apply or renewal, which is every 2 years. If you decide to carry a different handgun, qualify on your own and keep a copy for your records. You will need it prove proficiency with that particular sidearm in the event of a shooting. If the qual is 60 rounds, the standard Q target is 5 points or 0, hit or miss. Divide your total point by three. If it is the Q target with the inner circles and the outside border. The circles are 5, the bowling pin is 4 and the border is 3. Outside the border is 0. Add up and divide by 3.

    From the instructions I received from NJSP: "Fingerprint results – all applicants must be fingerprinted for initial and renewal applications. Applicants can visit the IdentoGO website to schedule an appointment. When scheduling, the applicant must provide the investigating agencies ORI#, a fingerprint service code (2F164B), and a Contributors Case Number (use the applicants last name, month, day, and year of application. Eg... Joe Doe applied on Jan 8, 2022..... Contributor Case Number, Doe010822.) *Fingerprint results must be received within ninety (90) days of application."

    If you're going to carry you'd better be up to speed on self-defense law and practice. And how to conduct yourself in the event you are involved in a shooting. The actual shooting event may not be the worst part of the total experience, especially in New Jersey! See my post from 2018 with a reading list to educate yourself on these topics. Others on the forum have also noted these books.

    It goes back to your point that you have to become the most polite person on the planet. Since NJ has been a 'no gun' state I suspect the police will be called ANY time someone sees anything that looks like the outline of a pistol on someone's waistline.

    The Bruen decision does not change the permitting process in any state. It simply eliminates the need to show just cause. Everything else remains the same and would need to be challenged separately. Sorry.

    I'm qualified by NJSP to do RPO quals. I don't do it for money. I qualify other certified by NJSP instructors. No headaches. Just qualify guys I know that can shoot.

    There is only one HQC in New Jersey. While used by police, there is nothing in there that particularly pertains to police. No arresting, handcuffing etc. It is simply about demonstrating that you can safely and effectively use a handgun defensively. It has been used for decades by unsworn people like armored car drivers, armed security and anyone else with a need to protect themselves in NJ. I think it is safe to say that carrying will be restricted to concealed in all but the most rural jurisdictions, along with possibly hunting or fishing. If you are carrying a loaded firearm in public, you need to have the number of a firearms attorney in your cell phone or wallet. You have the right to bear arms. In New Jersey, you do not have the right to self defense. Discharging the firearm, drawing it or even exposing it in public will get you arrested, regardless of the circumstances. This is an anti-gun state. Carrying a loaded handgun in a horizontal shoulder holster can be considered reckless endangerment, since the muzzle will be pointing at anyone behind you. The mandatory training leading up to qualification will include use of force in New Jersey. As I stated above, you do not have the right to self defense. This is not Pennsyltucky. Everything is against you in this state. You now have to become the most humble and polite person in the world. While it may be considered self defense to use a firearm to stop a knife attack, it doesn't count if you are the one that provoked the confrontation or escalated it. You will be the one charged with manslaughter.

    Does it specifically state that these are the ONLY approved certification avenues? Not trying to be a douche, but there is a LOT of opinion, innuendo, guesses, 'I think' - comments that may or may not be true. We are all in a rush to get 'approved' and there seems to be a lack of definitive methodology to achieve that goal. Me I'll wait to see what shakes out....YMMV

    Yes. This is what the Q Targets look like. Scoring is simple - in the white is a hit, in the gray is a miss. The head was a HQC2 (50 rounds, 25 yards and in to 1 yd) and HNQC (40 rounds,15 yards and in to 1yd with a handheld light) for 2 RDS equipped pistols - G19 and G48. (180 rounds total) The body is a HQC2 and HNQC for 6 guns including a G34, G17, G48, 2” j frame, 1911, and a Ruger LCP .380. The Ruger was the hardest to qual with and account for the low belly hits at the 25. (540 rounds total) Keep in mind there is a support hand shooting at 5 yards where you have to fire two or three pairs (2 pairs for HQC2, 3 pairs for HQC1) with your support hand. Like Stu said, it is not much of a challenge and it isn’t training. It’s merely a test of the most basic of marksmanship and manipulation skills. Being able to ace this does not mean you are a steely eyed gunslinger. Only that you likely won’t shoot yourself in the hand or foot. For actual training - B8, IPSC/IDPA, VTAC, MSP, or any target with a smaller scoreable area (A box or smaller) is a must if working pure accuracy. Look online and there are lots of free targets and drills online.

    Not sure what you mean. They opinion states that NY State May continue to require licenses so long as they employ objective requirements. That leaves very little open to NJs licensing requirements as nothing is subjective; take and pass a qualifiying course, file paper work, don't be a prohibited person, petition references.. The only thing they left open is any subjective requirement, which could be dropping the requirement for references. But even still it's an objective process if 3 people are required to complete a very specific form. I belive the opinion even states the process examines your "moral character"... and they didn't opinion on that aspect of licensing

    Let's be realistic here - there will be place limitations, as it is in many other jurisdictions that have had CCW way longer than NJ - LOL Also, let's focus on just getting the ball rolloing and people with the CCW - and then wporry and fight for locations etc. As well as the reciprocity talk - that is another fight - that will come in time

    In my mind, there are already too many small, completely concealable 9mm/.40 pistols on the market to even consider carrying a .22.

    2 paragraphs from a 100+ page opinion doesn't even begin to summarize the issue. As with most opinions, the central issue is stated, followed by exceptions, cavets and limitations. Read page 80 of the published document. (It won't let me copy and paste is for some reason)

    While you would want to be proficient with whatever means of carry you choose, I haven't seen anything to indicate you can't change means of carry after you qualify...only that you can't change guns. So, I'd think strong side, OWB under a concealment garment would be most straightforward for qualification, after that you can change it up if you want. Don't pocket carry without a pocket holster to keep the trigger covered.

    It's doubtful BATFE will be disbanded. They do some legitimate work in R&D and are the best agency in the world when it comes to investigating firearms crimes and explosions. It should be an apolitical organization with no regulatory power. Actually, the F&E should be divested from the rest of the vice tax units. Firearms have noting to do with taxes, alcohol or tobacco. Guns are not a vice, they are a right.

    When I spoke to my police desk they were discouraging me in a round about way, "you know it's an indepth process needing a great dal of work in order to get approved". Other's have stated that if they do deny you, then you have to check yes to "have you ever been denied before" and that's what they're concerned about. I'm more concerned about all the stuff they're going to try and come up with down the line that's going to make this all but impossible to accomplish

    The current permit does not list your firearm, but you need to qualify with any sidearm that you intend to carry. You need to turn such in with your application. The permit may change in the future, as the current one is absurd. I've always had to glue my photo on myself. If you qualify with another sidearm after your permit is issued, just keep a copy for your records. Your attorney will need it when you get arrested. Numerous folks have contacted me about instructors. The ones I know are getting long in the tooth and don't have the time to take on new clients. I plan on getting a qual in during the next few weeks, as I picked up a couple of new sidearms earlier this year. However, I will be shooting the Pennsylvania Police Course, which is considerably more difficult than the New Jersey HQC. The instructor told me to only bring along folks that have fired this course before. Sorry. I have never had to turn in a copy of my Birth Certificate, but I probably already have my own drawer in their file cabinet. Whatever your PD asks for, give them.
