The Institute of Makers of Explosives Encourages Congress to Close Explosives Security Gaps

The Institute of Makers of Explosives (“IME”) encourages further efforts to close gaps in the Federal explosives laws that could prevent diversion and criminal misuse of commercial explosives. In correspondence to Congress and communications with Federal agencies, IME has asserted that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) should have the authority to deny clearance to individuals applying to be responsible persons or employee possessors on Federal explosives licenses and permits who are listed in the Terrorist Screening Database (TSDB).

IME believes that all persons who receive or manufacture explosive materials should be subject to a background check. According to data collected by the U.S. Bomb Data Center (Explosives Incident Report National Summary CY 2013), black powder, smokeless powder and black powder substitutes comprised nearly 40% of main charge materials associated with domestic explosions and bombings between 2010 and 2013. These materials can be purchased over-the-counter with no background check required. Likewise, binary exploding targets are sold online and off-the-shelf without background checks and can be mixed into a high explosives charge without a Federal license to manufacture. ATF should be directed to propose a background check process that causes minimum burden to sporting enthusiasts yet better protects public safety.

IME continues to support ATF’s mission to protect the public from criminal use and insecure storage of explosives materials. Given the recent focus on domestic terrorism and violence in the United States, IME encourages the Administration, Congress and the Justice Department not to lose focus on or divert resources from explosives security and to address gaps that remain in Federal explosives statutes.

IME was founded in 1913 and is the safety and security association for the commercial explosives industry. IME develops best practices and safety and security standards to prevent commercial explosives from being diverted to criminal or terrorist use. IME’s best practices together with regulatory requirements have been so effective in achieving this goal that per the 2013 U.S. Bomb Data Center report, only 1% (approximately) of annual domestic bombings and recoveries involved commercial explosive materials. More information on IME can be found at http://www.IME.org

  3. On Thursday, January 7, the Assembly Appropriations Committee passed Senate Bill 3249 with a partisan 6-3 vote.

As previously reported, S. 3249 /A. 4717, sponsored by state Senator Loretta Weinberg (D-37) and state Senator Richard Codey (D-27), would repeal the ban on traditional handguns from New Jersey’s 2002 “smart gun” law.  NRA testified against the bill because it replaces one bad mandate with another.  NRA also asked lawmakers to repeal New Jersey's current “smart gun” law and amend the bill to remove the provision forcing gun dealers to offer these technologically unviable guns for sale.  This misguided mandate would be similar to the government forcing your local auto dealer to offer new self-driving car technology for sale regardless of consumer demand or viability.

This effort to force the adoption and use of “smart guns” by mandating that firearms dealers stock them in inventory suggests that politicians will once again pursue a ban on traditional firearms in the future.

    S. 3249 /A. 4717 will be heard on the Assembly Floor on Monday, January 11.  Please contact your state Assemblyman or Assemblywoman today and urge them to OPPOSE Senate Bill 3249.

    Dear SASS Members,

Colonel Dan, Director of Team SASS here. I have important information and updates to share with you. I've been in contact with Allegiance, our Deputy Director of Team SASS and sitting member of the NRA Board of Directors regarding a plan of action in response to this latest actions taken by the current administration regarding gun control.

We agreed on and established several critically important aspects and priorities of and for this campaign in the fight against this latest threat to our freedom. First and foremost, we must get at the actual facts of what this does and could mean; secondly, what positive actions the NRA is taking and lastly, provide you, our SASS members with a direction as to how you can personally help in the coming struggle.

Essentially, Allegiance and I established priorities and discussed a multi-pronged approach of dispelling rumors by getting the facts out there for all to see as to what this latest action could mean in terms of threats and to provide factual information as to positive actions the NRA is taking on our behalf. We are also working on a plan of action SASS members can undertake to help the NRA and other organizations fight this threat.

Allegiance will continuously post on the Team SASS forum what NRA actions he can divulge as this fight unfolds...posts I will pin on that forum so they don't get lost.

You can stay on top of it all as it unfolds on the Team SASS forum by clicking here.

We will be providing our members with actual NRA points of contact in their respective states who they can contact and offer assistance for their particular situation..i.e.the situation in Texas will be far different than that of New York so we want this tailored to the individual states...thus our use of specific NRA state points of contact.

We highly encourage all our members to deluge the offices of their elected officials at all levels to express their outrage...but always in a most professional manner.

I will also be contacting our Team SASS State Directors to enlist their efforts to help us push this overall effort and fight the good fight for freedom.

Finally, rest assured, this will be a long term struggle as we knew going in so as I always encourage everyone; remain resolute, steel your nerve and soldier on...

What is Team SASS? Team SASS was established specifically to actively help in this fight. We're partnered with the NRA, SAF, GOA, NSSF and Ruger at the national level and organized using the existing SASS club structure to confront and pressure political leaders at the state and local level under the leadership of Team SASS State Directors.

     Current Team SASS State Directors:

Team SASS State Directors are those patriots that have volunteered to organize and lead the SASS clubs in their states to actively confront and pressure state and local politicians to uphold our civil right to keep and bear arms-but they can't do it alone...they need you!

Our Founders pledged their lives, their fortunes and their sacred honor to give us the America with which we've been blessed.  Can we do less to secure these same blessings for our children, grandchildren and generations to come?

  5. This is why I'm a member of NJ2AS and will gladly donate to them.  I hope they push the envelope hard...

Me too and also the reason why I'm a Patron NRA member and send several checks a year to Chris Cox - NRA -ILA (Institute for Legislative Action)

And if every gun owner of voting age was to get off their Gluteus Maximus... and vote candidates that support the Constitution & 2nd Amendment - the Liberal Politicians would be flipping hamburgers at the fast food businesses

  6. A positive experience about Joe Hawk at Guns & Roses:

... I stop in the store every couple of months looking to see if he has any pre 1898 single shot rifles for sale.  One day there, asked Joe if he stocked ammo boxes - No but he asked me what calibers I needed.  Told him 4 calibers.  He immediately called Dave Capozzi the gunsmith in Lakehurst.  Dave had the caliber boxes I needed.  Within a half hour Dave was at the store with the boxes.  Joe sold them to me at his cost

Go to any other gun store and if they carry ammo boxes ...and they don't have the specific caliber one needs ... the answer normally is ... "Sorry, we don't have them in stock"
