  10. Because Delaware state law only regulates the carrying of a concealed deadly weapon, the open carry of a firearm is lawful. As stated by former Delaware Attorney General Charles M. Oberly, III, "Under current Delaware law, virtually anyone, excepting felons, may strap on a holster and carry a gun in plain view. You can even carry a rifle over your shoulder and walk around with it."

That's the impression everyone here has....it isn't clearly spelled out in law...the law simply states that - A weapon may be "concealed" within the meaning of this section, and still be in "plain view" for purposes of the search and seizure doctrine. Robertson v. State, 794 A.2d 267 (Del. 1997). A weapon is "concealed" if it is hidden from the ordinary sight of another person, i.e., the casual and ordinary observation of another in the normal associations of life; however, since "ordinary observations" are not the same as the observations of an investigating police officer, a weapon concealed from an ordinary person may be in the plain view of a police officer. Robertson v. State, 794 A.2d 267 (Del. 1997). The thought being that if an officer approaches your vehicle from the driver's side window and you're carrying in a holster on your right side, it is "hidden from ordinary sight".

  15. Weird...my P2P in Jackson in Jan 2013 was only a month. EDIT: Maybe closer to 8 weeks...I submitted mid-late Jan and got the call mid March.
  16. You don't own those things....you're leasing them from the government. Don't pay your taxes and see who owns them.
  17. Nearly everything gun related is "illegal" in NJ, save for the "exemptions". Everything you need to know is in the statute you posted.
  18. You can call the ladies in the records department, they're pleasant enough, but they always tell you the same thing: "We'll call you when it's ready". The only thing they can tell you is whether or not your references/fingerprints have come in, and where the application is sitting....if they tell you that much. BUT....they also lied to me about when they mailed the letters out to my references....so I'm glad I did call after 3 weeks.
  19. My FID took 5 months 3 weeks in Jackson. I submitted paperwork late Jan and got it early July of 2012. Capt. John Siedler signed my FID.
