Well they are legally required to turn over the records if they are leaving the FFL business.

Yep . . . They are following the law. FFLd are required to maintain those records as long as they are in business. When they shut the doors they turn them over to the government. It makes no difference in reality. As ling as a Walmart had the records they were required to make them available to the AAF with no notice.
