This is that same train of thought that resulted in the handgun ban in the UK. They knew that criminals were by far the most likely to commit a crime with a gun, but darn it! The criminals refused to register themselves! So the politicians took guns from law abiding people who had registered them, even though they were the least likely to misuse them.
