The govt owns LC and pays Winchester/Olin to operate it, under contract. So there is a possibility they could try to push Olin around but they have to respect their agreements…if this commercial revenue stream is protected in Olin’s contract somewhere there’s no way they’ll just let it go and any contract mod is guaranteed to cost the USG dearly

didn't know the plant was govt owned.

 

 if i'm the company running that plant, and they try to tell me that i can suddenly only sell to them, and not to civilians....then i'm walking away from it. let them figure it out.

Obviously the USG has deep pockets (of our taxpayer dollars). But Product Manager - Maneuver Ammunition Systems, who contracts LCAAP, might not.
 

I don’t really know how this would work but I do know defense acquisition is stupid complicated and while the DoD might be under the executive branch, appropriations are still legislative

Unless it states that specifically in the contract, Winchester should be able to sell to anyone.  I work for a defense contractor and, unless its in the "Statement of Work", then we are not required to do it.  The government would have to amend the contract and all parties would have to agree.

i was just listening to one of the guys on youtube....think it was gods guns n family? saying that they're gonna try to spin it like they're limiting us lowlifes from being able to access that ebil greentip.....but suppopsedly in reality, they're running outta ammo, so they're re-tasking the facility to resupply themselves??

For the most part, they are equipped with AK pattern rifles. It's what they know. They have been receiving precision 308 and 338 sniper rifles  Very little in the way of M4s or anything that would require 5.56. It's all about logistics.  They have mountains of AKs and ammo all over eastern europe.
