See doctor and attorney first.

Submit application that will be deny waste of time.

Agree.

IMO OP should probably find an attorney first and then discuss the path forward for the doctor.

The attorney could help OP clearly state the reasons for denial and help the doctor and court better understand OP.

I still can't tell if you're serious.

Could you explain your situation in a bit more detail?

Respectfully, maybe use full sentences?

In my opinion, there could be some violations that a rational person might conclude are not reasonable cause to forbid carry. NJ does not agree. And the odds that you could have 15 violations that meet that criteria seem slim. You appear to be fighting a losing battle If you were really set on getting a permit, and you had the necessary resources, your best bet probably would be to seek expungement of all of the violations.

Can’t happen.  You can’t expunge more than one crime and three disorderly persons offenses in this state.  Those are pretty generous limits, in my opinion. https://www.njcourts.gov/selfhelp/expungement.html

While the OP is undoubtedly a troll, denying permits to repeat offenders is how the system is supposed to work.

Was not aware of the expungement limits. Regarding your quote above, from the POV of NJ government "the system" was "supposed" (designed) to deny 2nd Amendment rights to nearly every citizen, law-abiding or not, on the basis of lacking justifiable need, so I'm not convinced of the strength of that argument.

If you were really denied on the basis of "police reports", which I take to mean investigations, that did not lead to conviction of any felony or misdeameanor, nor to pre-trial intervention in exchange for a guilty plea, and you have not been diagnosed with any variety of mental illness or emotional disturbance, you need to consult a good lawyer. If you're just here trying to jerk everyone's chain, please find some other way to get your jollies, because you really aren't amusing anyone else.

Why do you need a letter from a doctor?

Lack of grammar and the ability to spell in the English language is not a prerequisite for a FPID or P2P, but a clean criminal record is! Doctors are NOT the answer here......A lawyer is!
