Higher load or different bullet

So I've been reloading for the past week, and this is my second time out with some reloads (.223/.308/.357 Mag). All the loads I've made I just stuck with the min charge in order to get the process down. My bro-in-law made this steel plate that hangs from a metal sign frame (like those open house frames).

 

The 3 holes that went through are Ultramax .308 Win 165gr Soft point from Dicks, the other 7 indents are from my reloads .308 Sierra MK 168GR HPBT w/ 38.8 gr of RE-15, and lastly the other black circles you see are from .22LR (S&W MP 15-22) which just took the paint off.

 

For the next time I'm going to make 4 new loads of five, each set with +.5 more grains then the last (39.3, 39.8, 40.3, and 40.8). What is the biggest cause of the reloads not piercing the plate?
