It seems like there are two red lights lit as the trucks approach the overpass. I assume then since the cross streets have stop signs, that the lights are Over Height warnings....

WTF are these drivers looking at?

The logistics involved in raising a rail line are for all intensive pourposes unfeasable. It just costs too much plus as someone who has a CDL it's the drivers responability to observe the road signs. If you aren't doing that you're not doing your job.

The rail line raised it last year. It's now 12' 4"

That's still pretty low. They excavated the road to achieve that. I have a 12'8" near me that gets hit several times a year including this past Thursday. Good size piece of sheet metal on the side of the road Friday morning.
