Does anyone know if this rifle made by Arsenal has a threaded barrel that is just capped?

I am pretty sure it has a threaded barrel as it accepts a muzzle brake. I am unsure of what you mean by 'capped' though.

I'd have to assume he means a thread protector that's not permanently attached.

There is no cap. It's a 24mm FSB with the threads turned down. No threads, no cap. If you wanted to add a brake you would need to drill/press off the existing FSB and replace ($50 part). You could always have one with the brake sent and have legalized (welded on). The brake is worth another $50 which you don't get with the nj version

Or Get the Saiga IZ-340 and convert it in the rear. I did this, and the front had a 24mm FSB with a "cap" that was tacked in.
