Anywhere else you would be able to change out other parts to USA made to meet the fed law. There only law here for the SKS states it has to reamin with it's fixed magazine at all times. Put the two together and you can have a NJ legal SKS with folding stock, pistol grip, bayonet stud, flash surpressor, and other evil features. Expect to get questioned on it often though.
