Any FFL in North Jersey to replace Flash Hider (make it NJ compliant)

This would be my first AR build and just reading up a lot and trying to gather parts.

I am looking at a M4 Upper Assembly from PSA with the following specs.

 

The Flash Hider and not knowing if this is 16 barrel with or without including flash hider bothers me.

 

Any FFL in North Jersey who does the work of replacing the Flash Hider and pinning with a Muzzle brake or something else

to make it compliant ? How much can I expect to pay approx for the work ?

Heritage Guild in Rahway charged me $45 if I remember correctly. I supplied the muzzle brake.

I had Steve @monmouth arms install my yhm phantom muzzle break. I think he charged 25 or 35 and the break was 25. I have a psa upper with the stainless barrel and midwest floating handguard

This raises the question of, can I order a non-compliant piece and get it shipped to an FFL who can convert it before he hands it to me?
