It reduces arm fatigue by using your shoulder to apply the pressure to the paint roller instead of your arm! Put a sticker on it that says "Painter's Pal"! Man this state sucks!!! Everything is ambiguous on purpose so they can manipulate it anyway they wish And you would have to find a range that would let you use it. I know Wicen's in PA has a rule about rapid fire.
