Can the club do anything on time or in budget they started last week and were supposed to be closed a week guess we just need to soluble any time estimate the club has to get things done

No.

Does any construction project ever get completed on time and on budget?

I'm not defending the BOD and the truth told I don't have a grasp as what is being done on the shotgun fields.  I know they are changing fencing, but with what I don't know, nor do I know who's doing it.  Is an outside contractor doing it or a member/work force party?

Doesn't matter. The answer is no. The primary culprits are 1) not hiring someone who knows what they are doing until after ignorance has caused a problem. 2) not listening to said person if they are hired up front because you don't like the answer or the price. 3) doing something that needs the sign off of some regulatory agency and having to redo work that the club representative authorized to start before getting regulatory sign off on the plan for compliance.
