Rob0115 1,105 Posted January 2, 2015 I'm no lawyer either but always read owning any AR part that isn't compliant is considered constructive intent--thus illegal. I don't believe it makes any mention of the firearm, whether you have all the parts to assemble one, could attach it to another or any other exceptions. That's just the way I read it, once again i am not a lawyer. Sometimes we invent exceptions that make us feel better. I was in a gun shop over the summer that had two non compliant uppers. They both had flash hiders that weren't pinned, two issues. They wouldn't sell them until the guy either bought a muzzle brake from them or from somewhere else that they could pin and weld making it legal. Maybe they were being extra cautious?
