And if it's over gassed, why would it pierce primers?

I don't think it would.  The OP needs to chronograph the rounds he's putting through it to see if the ammo's hot or not.  I'd also try something known to be on the short side of headspace such as FGMM to see if he can replicate the problem.  If he's got an out of spec chamber that's causing pressure issues, it should be apparent across ammo manufacturers.

Chrono?? Don't think so. Because velocities plateau at a certain point.

 

Chamber? If it head spaces good the only thing that could cause pressure would be a short throat. Where a pressure drop should occur but doesn't.

 

Then of course bad ammo.

 

I'd love to see a chamber cast which is cheap and easy to do..
