Whether it can be shipped to you depends on the seller. Many will say possession of a non-compliant upper and a lower would constitute constructive possession of a NJ Assault Weapon. I've never seen a case like that. If someone knows of one let me know.

 

The safest alternative is to find a FFL to do the compliance work and have the upper shipped directly to the FFL. Shouldn't be any transfer fee as there is no paperwork for the FFL to do. It's just a part. This way the FFL gives you a compliant upper and you stand no chance of being the first to be be charged with constructive possession of an assault weapon.

Not really but that's been beaten to death in many other threads.

 

OP most likely you can have it shipped to you but then you need to take it somewhere and make it compliant. Just have it shipped to someone who will be doing the work. Send it to Mike at Tier One directly, he can remove, install, pin and well new compensator. Pretty simple and that's the best route to go. Also, if the seller is uncomfortable, doubt it, they will more likely ship it to a FFL even though it isn't itself a firearm.
