What is the average effective range of a rifle chambered for the 22 mag round when used strictly for target shooting?

In good, low wind conditions, I would say you could get 200-250 yards out of a .22 Mag. Beyond that, would be really tough.

Yes.  But the slightest puff of a breeze will throw something like it off track pretty easily.  If you're cool with being frustrated and up for a challenge go for it.  

 

I'd use a 223.  Or, if you want to stick with rimfire a 17... something.

10mph wind will throw a 22 WMR off by around 25 inches, whereas a .223 will drift around 4 inches in the same wind.
