So if I wanted to shoot milk jugs at 200 yds this would be a decent and relatively cheap round to use?

Yes.  But the slightest puff of a breeze will throw something like it off track pretty easily.  If you're cool with being frustrated and up for a challenge go for it.  

 

I'd use a 223.  Or, if you want to stick with rimfire a 17... something.

What he said.

10mph wind will throw a 22 WMR off by around 25 inches, whereas a .223 will drift around 4 inches in the same wind.
