It reads like a wet dream if you live in an unconstitutional state. Unfortunately, given the current status of Congress and their inability to pass any meaningful legislation, including national cc reciprocity or the hearing protection act, I'd say the odds of passage are right around zero. Maybe if the gop had a majority in the house and Senate and had a president willing to sign the bills things would be different. Wait...
