While search for some other material, came across this document titled "Department Of Treasure Study On Sporting Suitability Of Modified SemiAutomatic Assault Rifles". 

The document is from 1998.  Interesting information on what ATF considers to be "military configuration", enlightening comments about certain features of "military" only and not to be valid / found any value in sporting.
