Would this even be legal in NJ?

Certainly not joisey legal per the following statute:

2C:39-1.  Definitions.
   Definitions.  The following definitions apply to this chapter and to chapter 58:
   c.   "Destructive device" means any device, instrument or object designed to explode or produce uncontrolled combustion, including ...
 (3) any weapon capable of firing a projectile of a caliber greater than 60 caliber, except a shotgun or shotgun ammunition generally recognized as suitable for sporting purposes; ...The term does not include any device manufactured for the purpose of illumination, distress signaling, line-throwing, safety or similar purposes.
 
Now, if you had a line attached to the projectile, it's no longer a destructive device.
You're just trying to maintain possession of your bait!!

Fishing is already as boring as shizz. Casting is half the excitement.

Come on, don't you know anything about fishing???  The fish are wwwaaaayyyyyyy out in the middle, over 100 yards away. That's why you need this thing!!  It's all about casting distance when catching fish (specially the guy firing it off the back of his boat)!!  He who casts the farthest, wins!!!  :)

The funny thing is that when you start fishing from the shore, you cast toward the middle of the lake and wish you had a boat to get there. Then you get a boat and spend all your time cast toward the shore. 

Go figure.
