REDUNDANT GUN BILL EXPANDED BY COMMITTEE AMENDMENTS Bill Now Targets “Covert” Guns, “Undetectable” Guns, And Other Imaginary Threats

Alert from ANJRPC:

anjrpc_header-2-revised-b.jpg

Bill Now Targets “Covert” Guns, “Undetectable” Guns,
And Other Imaginary Threats Whose Manufacture
Is Already Illegal in NJ Without a Manufacturer’s License

Bill Could Be Enacted Into Law as Soon as Next Week

Please Contact Legislators

On Monday, September 17th, the New Jersey Assembly Judiciary Committee was ready with last-minute, unpublished amendments to A3129 making sweeping additions to the legislation to ban possession of so-called “covert” guns, “undetectable” non-metal guns, 3D printed guns, and other imaginary threats whose manufacture is already illegal in New Jersey without a NJ firearms manufacturer’s license. The changes also ban first-amendment-protected distribution of certain electronic files for 3D printers without a manufacturer’s license.

The amended version of the bill was still unavailable on the NJ legislature website at the time this alert was released. The bill’s original redundant provisions prohibiting the acquisition of parts to manufacture unserialized firearms without a manufacturer’s license remain intact.

The amended legislation focuses on imaginary threats and ignores the fact that criminals pay no attention to firearms regulations and acquire their firearms illegally. By continually demonizing the “tool du jour,” instead of severely punishing the criminal misuse of guns, lawmakers reveal an obsession with restricting law-abiding citizens – who are not the problem to begin with.

The legislation could be enacted into law as soon as next week. Full voting sessions are scheduled in both the Assembly and the Senate for Thursday, September 27. The Senate, which passed its own unamended version of this legislation in June (S2465), can adopt yesterday’s changes during the voting session.

Please contact every state legislator and tell them to vote no on A3129 / S2465. The legislation focuses on imaginary threats instead of severely punishing criminal misuse of firearms. Criminals will ignore it and continue to get their firearms illegally. The only ones affected are law-abiding citizens, who are not the problem to begin with.

Hopefully someone is writing the legal challenge to that now...

So "daggers" are now illegal to possess.  What defines a "dagger"?  Do I need to toss out all my kitchen knives?

Also, handcuffs are now illegal to possess.  My wife will be upset about that one.

What is it that caused the libs to go lurching off the deep end?  Fouride in the water?

When can we recall this idiot??

Gov. Phil Murphy signed legislation Thursday making it illegal in New Jersey to purchase parts to manufacture "ghost guns."

Gov. Phil Murphy signed legislation Thursday making it illegal in New Jersey to purchase parts to manufacture "ghost guns."

The legislation also bans the distribution of information on assembling the guns, which are homemade or 3D printed firearms that are untraceable by law enforcement, officials say.

Murphy noted that the signing comes just as authorities are dealing with a mass shooting in Thousand Oaks, Calif. that claimed 12 lives, including a police officer who reported to the scene.

Ghost guns can be created by anyone with a computer and access to a 3D printer, giving the public the ability to build their own unregistered and untraceable firearm. Kits to assemble ghost guns will no longer be allowed in New Jersey, Murphy said.

And on the Eve of the 80th anniversary of Kristallnacht, no less.

Did anyone else notice the change in 2C:39-1gg  and 2C:39-9f(1) that redefines "armor piercing ammunition"?

Seems to me like M855 (with SS109 projectile) now meets the PRNJ definition of armor piercing.

For those who don't like to dig through legislative double-speak, here are the 2 relevant portions of the new Ghost Gun law that deal with "Armor Piercing ammo":

Note that the bolded bracketed words were removed from the statute by this new law.

2C:39-1gg. "Armor piercing ammunition" means: (1) a projectile or projectile core which may be used in a handgun and is constructed entirely, excluding the presence of traces of other substances, from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium; or (2) a full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile. "Armor piercing ammunition" shall not include shotgun shot required by federal or State environmental or game regulations for hunting purposes, a frangible projectile designed for target shooting, a projectile which the United States Attorney General finds is primarily intended to be used for sporting purposes, or any other projectile or projectile core which the United States Attorney General finds is intended to be used for industrial purposes, including a charge used in an oil gas well perforating device.

2C:39-9f(1) Any person who manufactures, causes to be manufactured, transports, ships, sell, or disposes of any [bullet, which is primarily designed for use in a handgun, and which is comprised of a bullet whose core or jacket, if the jacket is thicker than .025 of an inch, is made of tungsten carbide, or hard bronze, or other material which is harder than a rating of 72 or greater on the Rockwell B. Hardness Scale, and is therefore capable of breaching or penetrating body armor and] armor piercing ammunition as defined in subsection gg. of N.J.S.2C:39-1 which is intended to be used for any purpose other than for authorized military or law enforcement purposes by duly authorized military or law enforcement personnel, is guilty of a crime of the fourth degree.

Homemade Ghost guns now illegal.

Does it also include Lightsabers?  As the TSA is still ok with those on a plane.

Isn't that a proton pack?   It's not a lightsaber.

The newest wrinkle in the dueling legal action between NJ's Attorney General and Defense Distributed (the website known for hosting 3D-printable gun files):

Authorities are now investigating a mystery arising out of the lawsuit: Somebody, somewhere, impersonated them and issued a broad “takedown” notice to a company that provides technical support for the gun group’s website, state officials claim in court documents. The IP address of that somebody came from the Slovak Republic, though officials suspect that was a ruse to cover their tracks.

I don't even know what to make of this... some rogue player hoping to get them to dump the site's contents?  Prank? The whole story is just a bit odd.

Now, go to your special hidden place, remove the carefully wrapped tin foil hat, place it on your head... and read more here:  https://www.nj.com/politics/2019/02/gun-groups-sued-murphys-ag-over-njs-new-gun-law-then-things-got-a-little-weird.html

There was a post on Reddit when this came to light where someone apparently posted that they did it and were trying to “trick” the service provider into suing N.J.
