Unsupervised outdoor ranges on public land?

Depends on the facility. I know you can at Clinton WMA and at Stafford Forge WMA. Someone in your party needs a hunting license though. It would be way cheaper to do that then to join most outdoor ranges.

I'm not seeing that the ones in Monmouth have rifle ranges, but it looks like 2 in Ocean County do - Stafford Forge and Colliers Mills.

Used to see deer all over the ranges at Ft Dix.  Sat through more than one check fire with everything from small arms to artillery.

If the range says Black Powder, it means black powder, shotgun with buck or slugs, rimfire and air rifles.

If the range says shotgun, that means trap and skeet.

For $30 you can buy a membership to all of the PA public WMA ranges... up to 300 yards.

According the NJ Division of Fish and Wildlife, the Millville WMA allows centerfire up to .30 cal.

Actually they do. At Clinton WMA I've seen a hen Turkey and 6 poults walk out from the tall grass to the mowed grass and walk straight towards the fireing line. There was at least 10 people actively shooting clays at the time. I've also seen a pheasant walk out onto the range and strut around for a half hour while people were shooting. There also was a groundhog that used to live on  the rifle range at EFGA.
