Pretty sure Defacing government property is, but If the "where' George" stamp has been legal for years, I would think this is. As long as it useable and not made unusable I think no law is broken.

Did it with the kids when they were young. Pretty cool to see where the bills start and end up when people actually update the bills.

But I would think if all bills start to become a advertising platform they might frown on it.

Actually, burning it and destroying it is unlawful, regardless what you think. 

Hwoever defacing it.. well as long as what you write on it is not advertising, it's legal.
