45Doll 5,873 Posted March 23, 2020 I can legally buy handguns in PA as a resident. When I do they have to call PICS for the background check because I don't have a PA driver's license. Frequently a supervisor must be summoned because the frontline agents don't necessarily understand the legalities. But even with all that it's smoother and faster than NJ. The one incident I did hear about from my PA FFL was when he had a non-citizen purchase a handgun. Since he was Canadian with a PA residence they had to check with ICE for international data. In PA that would be PICS. Both PA and NJ are POC (point of contact) states which means there is a "middleman" between the dealer and the FBI NICS system.
