the underlined section is why I ask but then goes on to say "these products do not reduce the flash" so I'm thinking OK but figured I'd ask..

Yes - they're 100% Legal.  I had a Phantom 5C2 brake on my first AR.  It was pretty loud and concussive but was a nice brake.
