Springfield Model SAINT VICTOR AR15 NJ compliant?

Looking at one of these on gunbroker.  Is this NJ compliant?

Not out of the box, but they can be made NJ Compliant.  The stock would have to be pinned, as well as the muzzle brake.  If you send it to a FFL that will do the compliance work (check with them first), then have them do it.  I believe there's a "state compliant" model however their website doesn't dictate really what's compliant except the mag capacity.
