Here's my experience with Lodi (Bergen County). I followed the instructions on gunforhire.com to the letter. Submitted application to LPD on 7/29. Signed mental health check form, etc. Got printed on 8/2. Followed up 2 weeks later and they were still waiting for the background check to come in. Followed up again around 8/30. LPD said they already sent application to court (don't know the exact date). Money order cashed on 9/23. Got a call today (10/26) from LPD to come pick up my PTC.
