At December's NJ2AS meeting, it was announced that the project for the year would be "operation compliance phase 2" which is trying to get PDs to issue permits within 30 days. It was clear that right to carry was NOT on the plans for 2014. The 50 or 60 people at the meeting wanted to go for right to carry and the meeting shifted from the prepared agenda to a tiny revolt. Now, NJ2AS president is talking about right to carry a lot and the CLASP project was announced.
I agree it's not well planned and there seems to be no plan beyond applying for carry permits. I like that there is a lot more right to carry talking happening but I'm suspicious that project clasp is an attempt to appease the membership and not something NJ2AS wants to do.
