Comprenhensive is a liberal code word for amnesty. They can't say amnesty anymore becasue people wont support it. Comprenhensive sounds so nice and pleasant...How could you object to something that's comprenhensive ? The alternative would be something that's not complete... Its kind of like global warming...Notice how that has been replaced with "climate change" now ? It covers anything from warming to cooling...You can't be wrong.
