This happened to me back in the 70s I got a parking ticket in the mail that I was parked illegally in downtown NYC. My car was a gold Impala and the ticket was for a silver Impala with the same plate # except mine was NJ and the other was NY. I went to court and won but at the end judge still said don't let this happen again. The bailiff saw I was angry and told me to calm down that he always said that. I had to get new plates after that.

The key word is (OR) it is saying if you have a permit issued by the law of a State ( meaning any state) OR a carry permit in the state you reside.
