Are folding stocks legal in NJ on a 16" barreled AR rifle?

If it’s not a semi-auto, yes. If it’s a semi-auto you are allowed up to 2 evil features. Generally that’s a removable ammunition feature and a pistol grip for NJ compliant ARs. Folding or adjustable stock puts you over the limit and your rifle magically becomes an assault weapon. Since that expression is undefinable, they had to come up with a “feature” list and limit it to two. This soon will fall under Bruen v NYSRPA because no analog in 1791 and under Heller v DC because of common use.

probably only if you're a cop or politically connected.

Police officers have been prosecuted for possession of non-duty, non-compliant semi-auto rifles.  not sure of the politically connected but I dont think that was op’s question.
