Case concerns NY CCW, which is shall issue, but has 'proper cause' which basically means you need to have survived a violent crime to qualify. 222 3 Posted April 15, 2013 SCOTUS denied review. Not really surprising: often SCOTUS will stay out of issues which are actively being debated.
