2) I can apply a few weeks prior to my birthday and pick up the permit when I turn 21 so I can buy a gun for my birthday?

I recall that this was discussed somewhere, here I think, and the statutes require 21.

1 sorry. there was a time that you could purchase a handgun at 18 in NJ..but it had to be F2F, not from a dealer, but after Columbine and the Federal tightening of the rules NJ changed theris as well.
