What says 80% lowers are illegal?

I know this has been talked about before, and yes i searched it but i couldn't find the answer.

 

what actually says it is illegal to complete an 80% lower in NJ?

 

And if i were to complete it in PA for arguments sake is it still illegal to own it in NJ and why?
