When you pay by card, it puts a hold for a fixed amount on the card. Then when you are done pumping, it charges the actual amount you bought, which is assumed to be less than the fixed amount. SO in the sense that they verify funds availability, it is preventing you consuming something you can't pay for. With the huge jump in gas prices, some places upped it, but many didn't. Mainly because the people coming in putting $10-20 at a pop on a card may not have $200-300 on their cards to soak up the hold.
