AFAIK, There really are no federal laws on Blackpowder guns which is why you can buy them at walmart in America as long as you are over 18.

 

However, if a NJ resident was to sell a blackpowder gun. Per NJ law, it has to follow the same rules as a regular cartridge firing gun. IE, you would need to fill out a COE for a FTF, or Send it to a FFL if out of state.
