Is it legal to Mill your own Ar-15 lower receiver?

Just looking for the future. I been wanting to Mill my own receiver for a long time becuase I really enjoy building my own things when I can even if it costs more.

 

Anyway is it legal in NJ to do this from your home? Im not selling them or anything, Just for my own use
