Quite right. I bought a Walther P 38 from the surviving daughter (who lived in NJ) of a WW2 vet who brought the pistol home from Europe at the end of the war. She had no FID card. I filled out the Purchase Permit and mailed the appropriate copies to the Police with no problems resulting.

I was actually mistaken in post #29. This is a handgun transaction - the purchaser does not need an FPID, just a P2P. While it seems dumb not to get them both - since you are only talking an additional $5 and no additional paperwork - technically, you do not need an FPID to purchase a handgun.
