Yes he does, I ve bought from dave, very fair price on a nice 1.2 mil M1 with a 66' VAR barrel. He also knows what he's talking about....He ussually goes to the Jackson amvet guns shows the 3rd or 4th sun of the month, has a few with him at his table.

I don't think private sale requires NICS, just a COE. If so that would explain it. Thats the way I see it. If I go and see a Garand I like, and the seller will do a face to face off the property, I'm good with that, it's a legal transaction IMO. If you're not comfortable with that, dont do it........
