The COE is the Certificate of Eligibility from the State Police that both seller and buyer must fill out to transfer the firearm. You print this twice and fill them both out. Buyer keeps one and seller keeps the other: http://www.njsp.org/info/pdf/firearms/sp-634.pdf

Some FFLs will hold for you until Permits come up.

Ya, I have been looking for about a month now. A lot don't ship to NJ and GB is generally overpriced, especially right now. Was hoping to find someone local that had a few kits (probably like yourself lol) and was willing to sell one (probably not like yourself)... I really want to do a build.

Haha, forgot I started this post... I really want to do a build from 100% receiver and parts kit. The availability of parts is the problem. Would the best receiver to build on be the NDS-1 EZ? What parts kits do people recommend?

I agree that it won't stop people from shooting people. Outside of Jersey, anyone can buy whatever they want, whenever they want. I don't think it's a terrible thing to require everyone in the US to have an FID. The 10 round mag is insane though...

Would make sense if they made it a $5 fee that the seller was responsible for processing during sale. I don't think that's a terrible idea.
