I just re watched that portion of the discussion. You are correct. The way he phrased it made sound worse than it actually was. He did say he supports National Carry and would like it to come through on a separate bill. his fear is that bundling it with others would kill what they are trying to get done.

Center fire rifles will probably be 21 to purchase. give an inch they will take a mile. Bumps stocks and now this. Lets see if NRA gets behind this one.

would this translate as certified training requirement? seems like trickery. Gives them a reason to deny you for not providing it if you follow the instruction on the actual application.
