Spotting Scope power for 100, 200 , 300 yards?

I never had a spotting scope. What powers of spotting scope are for 100, 200 and 300 yards so I can see the little 223 holes on a piece of white paper easily? I have been using 9X rifle scope for spotting but I have to try very hard to see these small holes.

Some of the technical details that make up a quality spotting scope ?

 

- waterproof ?

- larger objective lens, the better ? is this true ?

- optics ?

 

Are there brands to stay away from ?
