How old for Pistol Permit

I know you need to be 21 in NJ to obtain a pistol permit. However, I was just reading this:

and this is on page 6:

 

"Every person issued a permit to purchase a handgun, or a firearms purchaser identification card, shall be 18 years of age and of good repute in the community in which he lives."

 

That reads like you only need to be 18?

 

What am I missing here?

I know that's the law, It just seems like this sentence is contradictory.

I believe that it is federal law that you must be 21, and we all know federal overrides state. Regardless, you must be 21.

yeah its wierd,,at the top it says effective may 17 2002 expires may 17 2007

Federal law = 21 to purchase / 18 to possess

 

Currently being fought by the NRA - lawsuit to make it legal for 18 YO's to purchase
