References and "Relatives"

I posted this question in the handgun permit sticky, but I figured I would make a new post here.

 

I'm in the process of filling out my paperwork again for some permits, and I don't want to be a pest for my past references. I wanted to use my bro-in-law, but the application says no relatives.

 

Question: Are in-laws relatives in the eyes of the law?

To be honest, I am not exactly sure. I am going to guess yes.

 

I have used relatives for my references before and they have never said anything. But at the same time, in my town, the paperwork they send to the references don't have any questions on whether or not you are related.

I've repeatadly used the same in-laws with out any issues.
