I wonder how long it'll take for someone to challenge this as an unreasonable restriction. As I see it, its a kin to Chicago banning ranges, but SF is using price instead of a ban on ranges.

Unlike Chicago it looks like they have done their homework.

Yeah except placing a protected right on the other side of an onerous fee designed to place it outside the reach of most people has been shot down in many places before. It's a well trod path form the civil rights era.
